Fairview Heights, Illinois: July, 2003 – Fairview Heights Tax Increment Financing Redevelopment Plan; the City's first TIF plan, to assist in the creation of a 94 parcel single family subdivision on the site of a previously failed residential project.

Madison, Illinois: August, 2003 – River's Edge Tax Increment Financing Redevelopment Plan; the Plan provides the City and the Tri-City Regional Port District with a critical financing mechanism to assist in the redevelopment of the 550 acre portion of the former U.S. Army Charles Melvin Price Support Center located in Madison.

Moline, Illinois: December, 2003 – Old Moline High School Tax Increment Financing Redevelopment Plan; the program to address the rehabilitation and use of the former high school which had served downtown Moline, as well as a plan to provide for complementary public and private redevelopment adjacent to the school site.

Moline, Illinois: March, 2004 – Tax Increment Financing District and Redevelopment Plan; assistance to the City in amending its first RIF Plan (1986) in order to permit the development and financing of a 138 room hotel and conference facility in downtown Moline.

Swansea, Illinois: June, 2004 – Swansea Gateway Tax Increment Financing Redevelopment Plan; the community's project to complete it's first TIF Plan through the creation of a new TIF district encompassing the older main thoroughfare, the existing Village Hall, and older industrial and commercial uses.

Belleville, Illinois: November, 2004 – East Main Street Redevelopment Plan; the City's last downtown TIF area, one which will allow redevelopment within the “East Main” portion of the central business district to proceed in a manner complementary with that in the remainder of the CBD.

Metropolis, Illinois: December, 2004 – Metropolis Riverfront Tax Increment Financing Redevelopment Plan; a project and plan for a portion of the City's riverfront and central business corridor which will allow for the development of a hotel, marina, and related public and private improvements adjacent to Harrah's Metropolis Casino.

Monett, Missouri: January, 2005 – TIF #2 Redevelopment Area Tax Increment Financing Redevelopment Plan; 385 acre project, in 10 separate Redevelopment Project Areas, to provide assistance for the development of commercial and industrial activities, as well as for major infrastructure improvements.

Belleville, Illinois: June, 2005 – Carlyle/Green Mount Tax Increment Financing Plan; and Carlyle/Green Mount Business District Plan;10 separate Redevelopment Project Areas, to provide assistance for the development of commercial and industrial activities, as well as for major infrastructure improvements.

Belleville, Illinois: June, 2005 – Carlyle/Green Mount Tax Increment Financing Plan; and Carlyle/Green Mount Business Plan; creation of plans to assist in the development and financing of a 150 acre mixed-use (residential and retail) project on Belleville's east side.
