For more than 30 years, Gene Norber has been actively involved in the creation of successful public/private partnerships for commercial, industrial and residential projects. Through his work in designing, and implementing, the tools necessary to bring together public and private sides in the redevelopment of blighted and underutilized real estate, EDR has helped generate investment of hundreds of millions of dollars in communities throughout the Midwest.

Experience:

Mr. Norber possesses considerable expertise in the fields of real estate development, project financing, comprehensive planning and central business district revitalization. His skill in these areas comes through a combination of extensive academic training and significant professional experience.

In the decade prior to forming Economic Development Resources, Mr. Norber had been actively involved in consulting with a wide variety of public and private clients concerning tax increment financing, land use planning and market feasibility analyses. In the late 1970's and early 1980's, he had been Director of Market Research and Site Selection for the Edward J. DeBartolo Corporation, then the world's largest shopping center developer. As a graduate student, Mr. Norber had worked with the Harvard - MIT Joint Center for Urban Studies.

Mr. Norber is a frequent moderator and panelist at conferences concerning economic development and city planning. He has been interviewed about these issues by a variety of news media, including The Wall Street Journal. Mr. Norber has also addressed these matters at meetings of the National Conference of the American Planning Association, Governor's Economic Development Conference (Missouri), American Planning Association Chicago/Metro Section, Missouri Bar Association, Missouri Economic Development Council, Missouri Community Development Association, St. Louis chapter of the Urban Land Institute, Citizens for Modern Transit TOD Seminars, Illinois Department of Commerce & Economic Opportunity Innovative Workshop on Economic Development, and committees of both the Missouri and Illinois legislatures.

Mr. Norber has served on the Clayton (Missouri) Business Districts' Master Plan Citizen Committee, and on the Joint Study Committee of Clayton and Richmond Heights. He is also a Corporate Member of the Illinois Tax Increment Association and serves on the Board of Directors of the Missouri Economic Development Financing Association.

Experience:

Mr. Norber is involved in a range of activities at EDR. His primary responsibilities are those of completing the field work necessary for Tax Increment Financing, Business District and Community Improvement District eligibility studies, as well as compiling data on sales, sales taxes, land values, property taxes and tax rates for economic impact reports and revenue forecasting analyses.

Prior to joining EDR, Mr. Norber had worked as Research Analyst at Dresco Inc., a major real estate consulting firm then based in Dallas, Texas. His responsibilities there included the examination and assessment of commercial and industrial property ownership, and longitudinal analysis of the market values of such properties, throughout the major real estate markets in the Southwest, focusing on the metropolitan areas in Texas.

Mr. Norber is also actively involved in a number of sports and recreation organizations (both ad-hoc and official) including the Part-Time Golfers Association (PTGA), of which he is founder and CEO.
